Any player may begin.
Land stones of the same pattern make part of the same territory and have to be placed next to each other. Land stones of different patterns may be set side by side.
(see below an example of a possible version) If a land stone cannot be placed on the board, take it out of the game and pick up another stone.

If you play this game for the first time, read the rules about the game cards first before doing this:
Mix game cards, then divide them into four stacks of equal size and place them face down next to the game board.
Place the game stones for cities and machines and the box with the chips somewhere nearby on the table. Then each player chooses one of the colours in the box with the claim markers making it “his” or “her” colour in the game.
Each player receives a series of credit cards with the values from 1 to 10 credits. In a game with only two players each player receives 2 complete series of credit cards.

The player who won the last game is to be the first Harbour Master. If this is unknown the players may roll a dice or flip a coin to settle the matter.
